After studying various plants of Azeroth, Exzordor reached his maximum level of knowledge and had to seek out Ruak Stronghorn to extend his understanding of herbs and their properties. He can be found on the ground level of the tower at the top of the hill in Thrallmar.

For Horde to bring your level of Herbalism skill past 300 you need to hit Outland and visit Ruak Stronghorn in Thrallmar in the Hellfire Peninsula.
